UAE’s Ministry of Education and WEF to equip 1 billion people for labour market by 2030
دبي في 11 مايو/وام/ أعلنت وزارة التربية والتعليم عن تعزيز تعاونها مع المنتدى الاقتصادي العالمي بهدف تنفيذ وتوسيع نطاق مبادرة “تقليص فجوة مهارات المستقبل” في دولة الإمارات العربية المتحدة والمنطقة بشكل عام، لتواصل المبادرة تحقيق أهدافها الرامية إلى تمكين مليار شخص عبر توفير تعليم وفرص اقتصادية أفضل بحلول 2030. جاء ذلك خلال مشاركة وفد الدولة ضمن فعاليات “قمة النمو 2023″، التي نظمها المنتدى الاقتصادي العالمي في مقره بجنيف، بعنوان “وظائف وفرص للجميع”، يومي 2 و3 مايو الجاري. وأكد معالي الدكتور أحمد بالهول الفلاسي وزير التربية والتعليم التزام الوزارة الثابت بالتعاون مع كافة الجهات المعنية والشركاء وفي مقدمتهم المنتدى الاقتصادي العالمي في القضايا العلمية والبحثية والتطويرية، لتبادل الخبرات والمساهمة في تنمية المجتمع في المجالات الإنسانية والاجتماعية والثقافية والرياضية، والتوظيف، وتشجيع الإبداع والابتكار، وتعزيز الابتكار المجتمعي. وقال معاليه: “نركز في وزارة التربية والتعليم على تسريع الجهود وتوجيهها لبناء المهارات وصقلها وتحسينها، عبر تطوير المنظومة التعليمية ومخرجات التعليم بشكل عام لمواكبة متطلبات المستقبل، إذ نحرص على توجيه العملية التعليمية ومخرجاتها لتواكب المتغيرات في الاقتصاد العالمي وقطاعات الأعمال، وإعداد الكوادر البشرية للريادة وبناء الاقتصادات الوطنية. وتبرز أهمية مبادرة ’تقليص فجوة مهارات المستقبل‘ في موائمتها للمهارات الإنسانية مع متطلبات المستقبل، ودعم تحقيق عالم أكثر عدلاً وشموليةً للأجيال القادمة. ” ومن جانبه، قال البروفيسور كلاوس شواب، مؤسس ورئيس المنتدى الاقتصادي العالمي “دافوس”: إن الاقتصاد العالمي يمر بمرحلة حرجة، حيث أدت أحداث العام الماضي إلى زيادة توجهات عدم المساواة، وتحفيز الاستقطاب، وبروز أنماط جديدة في التجارة العالمية وسلاسل التوريد، وظهور تحديات وفرص متعددة في قطاع التكنولوجيا والأعمال. وقد وصلت مبادرة ’ تقليص فجوة مهارات المستقبل‘ التي أطلقت في عام 2020 إلى أكثر من 350 مليون شخص حول العالم، وذلك عبر مبادرات شركائها وأعضائها الرامية على توفير تعليم أفضل وفرص لإعادة تشكيل المهارات. وسيتيح التعاون مع وزارة التربية والتعليم في دولة الإمارات توسيع نطاق المبادرة عالمياً لتصل خلال عامي 2023 – 2025 إلى أكثر من 600 مليون شخص.” وضمن أوجه التعاون في هذه المبادرة، ستساهم دولة الإمارات في دعم مسارات المبادرة الثلاثة، بما ينسجم مع جهود الدولة في بناء المهارات وإعادة تشكيلها على مستوى العالم، مع إبراز وموائمة التطور المحقق بين دولة الإمارات والعالم خلال عامي 2023 و2024. ومن المقرر أن يتم استعراض التقدم المحرز خلال الاجتماعين السنويين للمنتدى الاقتصادي العالمي لعام 2024 ولعام 2025، حيث سيتم تطوير إطار قياس أداء لتحديد التأثير المسجل للمبادرات المرتبطة بشكل مباشر وغير مباشر. وتشمل مبادرة “تقليص فجوة مهارات المستقبل” ثلاثة مسارات؛ يعمل الأول على تسريع بناء مستوى المهارات وإعادة تشكيلها وتحسينها مع تقديم مبادرات في التعليم المبتكر، وتدريب وتطوير الكفاءات من خلال تفعيل مسرعات المهارات الوطنية في الاقتصادات المتطورة والناشئة والنامية بحلول 2025، فضلاً عن إطلاق مسرعة للمهارات بتصميم خاص بدولة الإمارات العربية المتحدة. ويعمل السمار الثاني على تهيئة وإدارة التحول في مجال التعليم لرفع جهوزيته لتلبية احتياجات الاقتصادات والمجتمعات وأسواق العمل المستقبلية، وذلك من خلال مسار عمل التعليم 4.0 المرتبط بالدورة الصناعية الرابعة، حيث تحرص دولة الإمارات على ضمان تمثيل أصحاب العمل والمبتكرين ودراسة إنشاء مسرع للتعليم 4.0 بالانسجام مع الأولويات الاستراتيجية الوطنية. ويركز المسار الثالث على الارتقاء بمستوى استقراء واستشراف متطلبات التعليم والمهارات، من خلال فهم توجهات قطاعات الأعمال في دولة الإمارات والعالم، في ضوء الذكاء الاصطناعي واستطلاع مستقبل المهارات والوظائف وإدارة التغيير التحولي بالشراكة مع رواد الأعمال. وستتعاون وزارة التربية والتعليم مع المنتدى في تصميم المرحلة التالية من مبادرة “تقليص فجوة مهارات المستقبل”، والتي تشمل اشراك قطاع الأعمال والشركات التي تتخذ من دولة الإمارات مقراً لها في أنشطة المبادرة. ومن المقرر أن تعقد الجهات المعنية بمبادرة “تقليص فجوة مهارات المستقبل” اجتماعاً على هامش الاجتماع السنوي لمجالس المستقبل العالمية في أكتوبر القادم لمناقشة أبرز تطورات المبادرة.
The UAE Ministry of Education is partnering with the World Economic Forum to expand the “Closing the Future Skills Gap” initiative in the region. The aim is to empower one billion people through improved education and economic opportunities by 2030.
The announcement was made during the UAE delegation’s attendance at the “Growth Summit 2023” held at the World Economic Forum headquarters in Geneva on May 2 and 3, with the theme of “Jobs and Opportunities for All”.
Dr. Ahmad Belhoul Al Falasi, Minister of Education, reaffirmed the Ministry’s commitment to working with partners, especially the WEF in matters related to scientific research and development. It is also committed to exchanging knowledge and contributing to society’s development in various fields, such as humanitarian, social, cultural, and sports. It also aims to boost employment, encourage creativity and innovation, and promote community innovation.
He said, “Our focus in the Ministry of Education is on developing the education system and its outputs to improve skills and prepare people for leadership roles. Our goal is to keep up with the changing global economy and business sectors while also contributing to the development of national economies. The importance of the ‘Closing the Future Skills Gap’ initiative is reflected in its alignment of human skills with future needs and in supporting the achievement of a more just and inclusive world for future generations.”
Professor Klaus Schwab, Founder and Executive Chairman of the World Economic Forum, said, “We are facing a critical moment for the global economy, as the past year has accelerated trends of rising inequality, sharpening polarisation, new patterns in global trade and supply chains, and both threats and opportunities from technology to jobs. Launched in 2020, the Reskilling Revolution has already reached 350 million people through the initiatives of its partners and members to provide better education and reskilling opportunities. With the new partnership and support of the Ministry of Education of the UAE, the Reskilling Revolution will globally scale up its next stage of work over 2023-2025 to reach 600 million people.”
As part of its cooperation in this initiative, the UAE will contribute to supporting the three tracks of the initiative, which is in line with the country’s efforts to build skills and reshape them on a global scale while highlighting and harmonising the achieved development between the UAE and the rest of the world during 2023 and 2024. Progress updates are scheduled to be reviewed at the WEF’s Annual Meeting in 2024 and 2025 , where a framework will also be created to measure the impact of the associated initiatives, both directly and indirectly.
The “Closing the Future Skills Gap” initiative includes three tracks; The first works to accelerate building, reshaping and improving skill levels while introducing initiatives in innovative education, as well as training and developing competencies by activating national skills accelerators in developed, developing and emerging economies by 2025, in addition to launching a skills accelerator designed specifically for the UAE .
The second works to prepare and manage the transformation of education systems to meet the emerging needs of future economies, societies and labour markets through the Education 4.0 workstream linked to the fourth industrial cycle, as the UAE is keen to ensure the representation of employers and innovators, as well as to study the establishment of an Education 4.0 accelerator aligned with national strategic priorities.
The third track concentrates on improving foresight regarding education and skills demand. This involves analysing the trends of business sectors in the UAE and the rest of the world in light of artificial intelligence, exploring the future of skills and jobs, and managing transformational change in collaboration with entrepreneurs.
The Ministry of Education will cooperate with the WEF in designing the next phase of the “Closing the Future Skills Gap” initiative, which includes the involvement of the business sector and UAE-based companies. The concerned parties are set to hold a meeting on the sidelines of the Annual Meeting of the Global Future Councils in October to discuss the most notable developments.
